Powell is continuing work on its zoning code rewrite and is inviting residents and stakeholders to review proposed updates and share feedback.
Planning and Zoning Code is the rulebook for how land is used in the community. It determines what can be built, where it can be located and how it looks. The code covers everything from the placement of a fence to where a new coffee shop can open. Updating the code ensures regulations reflect the City’s current needs, align with adopted plans and provide clear expectations for property owners, businesses and developers.
Powell’s current Planning and Zoning Code was written about 40 years ago. While updates have been made over time, much of the structure and content still reflects the community as it existed decades ago. Beginning in 2025, the city launched a project to review and rewrite the code so it works for today while supporting the vision for Powell’s future. The effort is not about starting from scratch. Instead, the city is carrying forward what works well in the current code while improving areas that no longer meet the community’s needs.
