On Sept. 15, City Council authorized a cooperative project agreement between the City of Powell, Liberty Township and Delaware County to apply for funding from the Ohio Public Works Association (OPWC) to reconstruct Carriage Road from Liberty Road to Wren Way.

This roadway reconstruction will prepare for a proposed roundabout at the intersection of Carriage Road and Liberty Road. However, the agreement does not authorize construction of a roundabout, as the project is still in the planning stage. If constructed, it would be Powell’s first roundabout.

The potential roundabout is outlined in the 2027-2031 Capital Improvement Plan (CIP) with design currently projected for 2027 and construction in 2028.

The City is planning a roundabout because they are considerably safer than two-way stop controlled or signalized intersections due to lower travel speeds and having only eight potential conflict points versus a traditional intersection’s 32.

The Council-approved agreement supports the reconstruction project of nearly 5,660 feet of Carriage Road, including approximately 880 feet within the City of Powell corporate limits.

According to the agreement, the City would provide $10,500 of the $42,000 anticipated cost to support the Carriage Road reconstruction that lies within Powell’s limits. The remaining $31,500 would be matched by Delaware County’s Road Grant Assistance Program (RGAP) in a ratio of $3 for every $1 paid by Powell.

The roadway segment nearest to the proposed roundabout site would be resurfaced rather than fully reconstructed to prepare for the potential construction. A similar cooperative project agreement would likely be created to construct the City’s first roundabout.

Collaborative projects like this are one part of Powell’s continued investment in infrastructure for residents and visitors. The agreement aligns with other City initiatives to improve and maintain the City’s roadways such as the annual Street and Path Maintenance Program.
