Powell City Council adopts 2027-2031 capital improvement program

Powell City Council has adopted the City’s 2027-2031 Capital Improvement Program (CIP), outlining more than $60.5 million in planned capital investments over the next five years.

The CIP is a long-range planning tool that identifies major infrastructure, facility, equipment, technology and community improvement projects and establishes a framework for funding those investments. The 2027-2031 plan represents a 0.7% increase from the City’s previous 2026-2030 CIP.

The plan includes approximately $12.2 million in capital investments planned for 2027, supporting projects throughout the community.

2027 Projects

Maintaining Powell’s streets, paths and stormwater system remains a significant focus of the 2027 CIP. The City has allocated:

  • $3.6 million for the Annual Street and Path Maintenance Program
  • $1.4 million for the Adventure Park CSX tunnel.
  • $423,500 for design of the Liberty Road and Carriage Road roundabout.
  • $375,000 for Sawmill corridor traffic signal enhancements.
  • $180,000 for design of new shared-use path additions.
  • $475,000 for engineering and design of Scioto Street reconstruction between N. Depot and N. Liberty streets.
  • Anticipated debt financing for the Scioto Street extension and northeast quadrant parking lot.
  • $50,000 for annual stormwater system maintenance.

Continued Commitment to Street Maintenance

The City has significantly increased its investment in street maintenance over the past five years. From 2022 through 2026, the City invested approximately $11.4 million in street maintenance, with annual investment increasing from $1.61 million in 2022 to nearly $3 million in 2026. That represents an increase of approximately 86% over the five-year period. The 2027-2031 Capital Improvement Plan continues this commitment, allocating $2 million annually from the Street Maintenance Fund for the next five years, in addition to more than $8.2 million from the Capital Projects Fund for the Annual Street and Path Maintenance Program.

Planning for Bennett Farm

The 2027 CIP allocates $342,800 for schematic design for Bennett Farm, advancing planning for the future of the City-owned property. An additional $150,000 is included for Bennett Farm site maintenance.

Parks and Recreation

Several projects will support Powell’s parks and recreational amenities in 2027, including:

  • $300,000 for Adventure Park skate park resurfacing.
  • $145,000 for Phase 2 playground equipment at Adventure Park.
  • $150,000 for splash pad replacement design.
  • $250,000 for Murphy Park shelter improvements.
  • $200,000 for Powell Pool improvements.

The CIP also includes $45,000 toward the design of potential replacement of the City’s salt dome, as well as funding for fleet and equipment replacement and public safety technology.

City Operations and Economic Development

The plan includes continued investment in the City’s technology and operations, with $160,000 allocated for information technology in 2027 and $400,000 allocated to the Powell Development Corporation (PDC).

The City has also budgeted $200,000 for capital contingency, providing resources for unforeseen capital needs that may arise during the year.

Looking Ahead

The 2027-2031 CIP includes investments that extend beyond 2027, allowing the City to plan for major infrastructure and community improvements over multiple years. The five-year plan includes $10 million for the Annual Street and Path Maintenance Program through the Street Maintenance Fund and more than $8.2 million through the Capital Projects Fund.

The plan represents a roadmap for Powell’s capital investments while allowing projects and funding priorities to be evaluated and updated as conditions, available resources and community needs change.
