City invests nearly $3 million in 2026 street and path maintenance

The City of Powell is continuing its commitment to maintaining and improving roads, sidewalks and shared-use paths with the approval of the 2026 Street and Path Maintenance Program.
At the Sept. 1 meeting, Powell City Council approved a nearly $3 million contract with Strawser Paving Company for this year’s program. The $2,996,266.74 project represents a significant investment in maintaining Powell’s transportation network and addressing areas in need of repair.
The 2026 program includes roadway resurfacing and reconstruction, shared-use path improvements, spot repairs, pavement rejuvenation, sidewalk improvements and curb ramp work.
Powell’s annual street maintenance program is guided by data collected through the City’s pavement management program. Each year, the City works with Pavement Management Group (PMG) to evaluate the condition of Powell’s street network and identify areas that should be prioritized for maintenance.
The information collected helps the City determine where maintenance can have the greatest impact and develop a prioritized program based on pavement conditions.
This approach allows Powell to address streets before conditions deteriorate to the point where more costly reconstruction may be necessary, while also investing in the long-term condition of the City’s infrastructure.
Since 2022, the City has significantly increased its investment in infrastructure maintenance and improvements, supported by additional revenue generated through the City’s 2% income tax approved by voters in 2021.

Construction will take place in two phases. The first phase, which includes the majority of the program, has a contractual project duration of 90 days.
A second phase has a 60-day construction window and will be scheduled while school is out of session because some of the work is located near schools.
As construction gets underway, residents should expect temporary traffic restrictions, construction activity and intermittent impacts in project areas. The City will provide updates as work progresses and specific construction schedules become available.
The 2026 Street and Path Maintenance Program is part of Powell’s ongoing, long-term strategy to maintain its infrastructure, protect the City’s investment in its transportation network and ensure residents can continue to safely and efficiently travel throughout the community.
