Downtown Powell/Village Green Master Plan

The City of Powell has completed the first phase of the planning process that will determine the future of Downtown Powell and the Village Green site. The initial phase focused on understanding the current conditions of Downtown by gathering community feedback and technical analysis to inform future development concepts. Pizzuti Solutions presented the results of Phase I at the August 19, 2025 City Council meeting, highlighting important takeaways gathered over the 10 month period. Understanding the importance of this effort, on September 2, 2025 City Council approved the second phase which will explore potential development concepts for Village Green. These concepts will incorporate community feedback and detailed analysis to begin with a high level vision for the site. Over the 12 month period, the vision will be refined with community and stakeholder input to identify the preferred development concept. The consultant team will close out this phase by evaluating the impact of the development concept on the downtown district to better understand what infrastructure improvements may be needed to support growth.
Upcoming Events / Engagement
The City is hosting a fourth open house to share the potential redevelopment concepts and gather thoughts on the direction. This open house will focus on reviewing concepts and giving the public an opportunity to share input. The information shared at this open house is identical to the three previous events.

These meetings are part of Phase 2 of a three-phase planning process. No formal action is being taken at the open houses. They are designed to gather feedback that will help shape a preferred plan, which would require City Council approval. If approved, the plan would then move toward legislation in 2027, ensuring a continued public process. Once the open houses conclude, City staff will work with the consultant, Pizzuti Solutions, to review and refine feedback received from the community.

Background on the Village Green Master Plan:
- In 2023, City Council directed a citizen-representative panel to explore redevelopment options.
- In 2024, Pizzuti was selected by that panel as the project consultant.
- There are not 200 apartments planned. A market study indicated the site could support up to 200 units.
- All concepts being discussed are part of a long-term (10–20 year) vision.
Amphitheatre and other plans:
- Multiple plans and studies are being conducted by the City. The Park Master Plan is taking a broader look at where amenities like an amphitheater, water features, and performance areas could be incorporated throughout the park system. This includes locations such as the new Bennett Farm Park and Adventure Park.
- Other flexible gathering spaces and smaller stages are still being considered for Village Green so the area can continue to support performances and community programming.
Members of the public can share feedback during City Council meetings, held at 7:30 p.m. on the first and third Tuesday of each month, unless otherwise scheduled.

What is the Downtown Powell / Village Green Master Plan?
The intent of this Master Plan is to create dialogue with the Powell community around how the future of the Village Green / City Hall site can elevate downtown. The project team will collect public input, analyze current market trends, and review current infrastructure and traffic conditions throughout Downtown Powell. The scope of work allows the project team to collect extensive research and gain a better understanding of the district while gathering input from the community to inform and guide the master plan. This information will facilitate a vision for the area and how the City's objectives and goals for the site are addressed.
Why are we doing this?
This project will be a catalyst for Downtown Powell and is anticipated to influence future developments throughout the district. The process will build on previous planning efforts to understand the district today and provide a thoughtful vision for the future of Village Green and downtown.
Who is leading the process?
In partnership with the City of Powell, Pizzuti Solutions has been hired by the City to manage this process, lead a team of industry experts, and provide strategic direction on the project. The project team includes Realm Collaborative, OHM Advisors, and Urban Decision Group.
What is considered part of the Village Green in Downtown Powell?
The Village Green property is outlined in blue on the map. The other downtown quadrants will also be analyzed as part of this process.

How do I get involved?
There will be many opportunities for the public to get involved. Community engagement events will be held throughout 2025 as well as an online survey of Powell residents, businesses, and visitors. Both in-person and virtual opportunities will be available for you to share your thoughts and ideas for the future of downtown. How long will the process take?
The Village Green Master Plan is organized into three phases of work that will take approximately three years to complete. City Council has approved the first phase which began in October 2024 and is anticipated to take 10-months to complete. Once phase one is complete, City Council will need to review and approve the second phase before additional work can begin.
How does this relate to other downtown planning efforts?
The master plan process will build upon previous downtown plans and incorporate key recommendations from ongoing efforts. The project team will review previous plans including: Keep Powell Moving, Plan Powell Comprehensive Plan, and the Downtown Revitalization Plan. Ongoing efforts such as the Parks Master Plan, Facilities Master Plan, and Shared-Use Master Plan will also inform the future of the Village Green site and downtown district.
