City Manager Andy White Celebrates Five Years of Service

Powell City Manager Andy White has marked five years as the community’s top administrator and 22 years of municipal employment.

Since stepping into the role five years ago, White has worked tirelessly to guide Powell through a period of growth, transformation, and progress while maintaining the city’s small-town charm and strong sense of community.

“I’m grateful to Mayor Tom Counts and Vice Mayor Heather Carr for the opportunity they gave me five years ago when they hired me to serve as City Manager,” said White. “Their leadership and vision have made Powell a great place to work and grow, and I appreciate the trust they placed in me.”

White has made significant strides in improving the city’s operations, fostering community engagement, and implementing projects. His leadership and dedication have led to transformative changes in the City.

White credits a lot of his success in his role to Mayor Counts, who he said is his “conduit to past circumstances.”

“Mayor Counts is an incredible resource who provides connection to circumstances, policy decisions, and programs that occurred before I was here. He’s been on City Council for over 20 years so he’s seen a lot of transition and growth,” said White. “We look at things that worked or didn’t work in the past and figure out how to move forward together.”

Visionary Leadership

White’s leadership has been defined by a commitment to strategic planning and community collaboration. Under his direction, Powell has has made significant strides, including:

• The successful adoption of Powell 2.0, an income tax restructuring which has afforded the City new projects and opportunities. 

• Growth Management: Balancing population growth with infrastructure development, ensuring the city remains a desirable place to live, work, and visit.

• Connecting the community through services, infrastructure, personnel, and participation.

Focus on Collaboration

White prioritizes collaboration, both within the city and with external stakeholders. 

He has strengthened Powell’s relationships with neighboring communities, regional organizations, and private sector partners, ensuring the city is positioned for long-term success.

Looking Ahead

Reflecting on his five years in Powell, White expressed gratitude for the opportunity to serve such a dynamic community. “It has been an incredible honor to work alongside dedicated staff, elected officials, and residents who care deeply about Powell’s future. While we’ve accomplished so much together, there is still more to achieve, and I’m excited about the potential that Powell represents today and long into the future.”
