City to Host Public Hearings on Proposed Electric Aggregation

Last November, Powell voters approved the City’s participation in an Electric Aggregation Program. The City is now moving into the next phase and inviting residents to learn more and provide input.

On Tuesday, June 16, 2026, the Northeast Ohio Public Energy Council (NOPEC), on behalf of the City of Powell, will host public hearings at the Powell Municipal Building, 47 Hall Street, in Council Chambers. Hearings will take place at 12 p.m. and 5:30 p.m.

The hearings will provide information and gather public input regarding the proposed Plan of Operation and Governance for an Electric Aggregation Program, as authorized under Ohio Revised Code Section 4928.20.

Electric aggregation allows communities to combine the purchasing power of eligible residents and businesses to seek competitive retail electricity supply rates through a negotiated supplier agreement. Through this process, NOPEC works to leverage the collective buying power of member communities to secure competitive electricity service options.

If implemented, the Aggregation Program would automatically apply to eligible electricity customers within the City of Powell through an opt-out structure. Customers would have the opportunity to decline participation without penalty during a designated opt-out period before service begins and at least once every three years thereafter. Customers eligible under an opt-in structure would participate only with prior consent.

The proposed Plan of Operation outlines program components, including:

  • Program goals, operations and funding

  • Consumer participation and opt-out provisions

  • Customer service and customer care

  • NOPEC’s organizational structure and management

  • Steps required to establish the Aggregation Program

Residents are encouraged to attend either public hearing to learn more about the proposed program and ask questions before any future decisions are considered.
