Powell PD improving interactions with people with disabilities

The Powell Police Department is taking part in Ohio’s Blue Envelope Program, designed to improve communication between officers and drivers or passengers with developmental disabilities. Specifically, the program aims to help people who may have difficulty verbally communicating during encounters.

The blue envelope packet includes the envelope where individuals can put their identification, registration card and insurance card. On the outside of the envelope there is space for participants to write their name, emergency contact information and details about themselves and their disability.

There are also notes to the officer providing tips on how to best interact with the participants on the envelope. Having all this information in one spot can help ease anxiety for participants when interacting with officers.

During a traffic stop or other encounter, participants hand the envelope to officers so they can learn what accommodations or support the individual may need.

The packet also includes a window decal to place on your vehicle window to discreetly show you participate in the program so officers know to expect the envelope.

A wallet card is also included with similar information that is on the outside of the envelope.

Ohio’s Blue Envelope Program was created in a collaboration among the Ohio Developmental Disabilities Council, Southern Ohio Council of City Governments and the Southern Ohio Advocacy Group.

Blue Envelope packets are available for free at the Police Department located at 47 Hall St. from 8 a.m. to 4:30 p.m. Monday through Friday.
