The City of Powell congratulates David Lester, Tom Counts, and Kurt Ramsey on their reelection to City Council, and welcomes Carlos Crawford as a newly elected member following the Nov. 4 election.

Thank you to the residents who participated in this year’s election and to all the candidates who dedicated their time and energy to supporting the community. Your commitment to public service helps strengthen Powell’s future.

The City also recognizes Jonathan Freeman for his efforts and engagement throughout the election process.

About the elected members:

  • David Lester was first appointed to Powell City Council in 2023 as a vacancy appointment. He serves as an insurance buyer with Hosket Ulen Insurance Solutions and is deeply committed to being an active contributor to the communities where he works and lives. In addition to his public service on the City’s Planning and Zoning and Development committees, David is a member of the Rotary Club of Olentangy and serves on the Neighborhood Bridges Steering Committee. He lives in Powell’s Kinsale neighborhood with his wife and two daughters.

  • Tom Counts has served on Powell City Council since his initial election in 2006. He held the position of Mayor from 2008–2009 and again from 2024–2025. Tom currently serves as a member of the Powell Development Corporation and the Operations Committee, and previously chaired the Finance Committee. Before joining City Council, Tom spent five years on the Board of Zoning Appeals followed by five years on the Planning and Zoning Commission. A Powell resident since 1995, Tom lives in the community with his wife and their two daughters. In his professional life, he is an attorney and serves as real estate counsel for the State Teachers Retirement System of Ohio.

  • Kurt Ramsey joined Powell City Council in 2025 as a vacancy appointment. Kurt’s priorities include maintaining the City’s high quality of life through responsible development, strategic infrastructure investment, and continued support for parks, pathways, and public safety. He values collaboration, transparency, and fiscal accountability in city governance. With a professional background as a Production Facilities Manager at Battelle, Kurt brings practical experience in leadership, problem-solving, and community partnership. A long-time Powell resident, Kurt and his family are active participants in local events and civic initiatives that strengthen the community’s sense of connection.

  • Carlos Crawford will begin his first term on City Council in Jan. 2026. He is committed to ensuring Powell’s parks and recreational facilities continue to meet the needs of the City’s growing population, with a focus on improving connectivity between existing and future amenities. Carlos also prioritizes attracting and supporting distinctive small businesses and restaurants that enhance Powell’s historic downtown while preserving the city’s established character. Carlos currently serves as Director of Delaware County’s Public Defender’s Office, where he oversees a critical government department. His professional background includes serving as a civil attorney for the Marion County Prosecutor’s Office and as a founding partner of a private law firm.
