Seldom Seen Road railroad crossing improvements complete

Seldom Seen Road is now open following the completion of improvements to the railroad crossing, providing a smoother and safer ride for motorists who travel the route.

The City of Powell worked closely with CSX to replace the railroad tracks and ties, install an upgraded rubberized crossing surface and resurface the roadway. The improvements are part of the City’s ongoing efforts to improve the safety and condition of railroad crossings throughout the community. 

The Seldom Seen Road project is the second railroad crossing upgrade the City of Powell has partnered with CSX to complete in the past two years. The SR 750 crossing was the first, with improvements completed in late 2024.

The City is also working with CSX on a planned upgrade at the South Liberty Street railroad crossing. Design is currently underway, with construction tentatively planned for 2027. As part of the project, Powell will also complete a safety improvement for the pedestrian crossing.

Once the South Liberty Road project is complete, it will mark the completion of upgrades to all at-grade railroad crossings located within the City of Powell.

In addition, Liberty Township is partnering with CSX on a similar improvement at the Jewett Road intersection crossing, with work expected later this year.

The City of Powell continues to invest in railroad crossing improvements in partnership with CSX.

Current and completed project costs:

• SR 750 At-Grade Crossing: $267,327
• Seldom Seen Road Crossing: $303,308 paid for the crossing improvements. This amount includes approximately $25,000 for installation of a rectangular rapid flashing beacon (RRFB) pedestrian crossing in 2025.
• South Liberty Road Pedestrian/Railroad Crossing: $98,678 committed for design, with $750,000 budgeted in the City’s 2026 Capital Improvement Plan for construction.

These investments reflect the City’s commitment to improving transportation infrastructure and safety while working collaboratively with CSX and neighboring communities.
