Upcoming Ballot Issues for Powell Residents

Powell residents will see several important topics on the ballot for the Nov. 4 election, including two local initiatives — an electric aggregation proposal and a series of proposed amendments to the City Charter.

Electric Aggregation

The City of Powell is asking voters to consider a measure that would authorize the City to establish a green-energy electric aggregation program. If approved, Powell would be able to negotiate electricity supply rates on behalf of residents and small businesses who choose to participate. The goal of aggregation programs is to secure competitive pricing and expand access to renewable, green energy options. If the measure passes, residents would be automatically enrolled but could choose to opt out at any time and continue to receive electricity from a supplier of their choice. The City would hold a series of public meetings to determine program details before implementation.

Proposed Charter Amendments

Voters will decide on proposed updates to the City Charter, Powell’s foundational governing document. The proposed changes come from a commission comprised of city council members, residents, and City staff. The amendments include:

• Clarifying petition signature requirements to be a percentage of ballots cast as opposed to votes cast at the last municipal election.

• Modernizing language to ensure consistency in the use of the phrases “his or her” and “he or she” when referring to city staff.

• Updating the process for a budget adoption if city council fails to adopt an appropriation ordinance by the end of the year.

These updates are designed to improve clarity, efficiency, and transparency in City operations. The full text of each proposed amendment can be reviewed on the Delaware County Board of Elections website.

In addition to the ballot issues, residents will vote in the Powell city council election and on the bond issue from the Olentangy Local School District to construct a new elementary school and a new high school.
